According to the instruction of the President of the Republic of Azerbaijan Mr. Ilham Aliyev, SOCAR started the implementation of the construction of the new Oil and Gas Processing and Petrochemical Complex (OGPC).
A relevant action plan has been prepared in order to carry out the instruction. In order to identify the area, where the OGPC project will be constructed some studies were conducted, and it was determined that advisable place for the complex would be 60 km south from Baku covering 4500 ha. on the border of Garadagh and Absheron regions (near Sangachal terminal). Contracts have been signed with the world-renowned companies as "Technip", "Foster Wheeler", "UOP", "FLUOR", "KBR", "Societe Generale", "PricewaterhouseCoopers", "OMNI", "Clifford Chance" and AECOM. Furthermore, world-renowned marketing companies such as "Purvin&Gertz", "CMAI" and others have implemented a market research for refinery and petrochemical products to be manufactured in OGPC complex.
Moreover with the purpose of training highly qualified local personnel in various disciplines for the implementation of the project, "SOCAR-FosterWheeler Engineering" Joint Venture was established by SOCAR and one of the world's most powerful design and engineering companies, "Foster Wheeler". The newly setup company has been headquartered at SOCAR's "Oil and Gas Scientific Research and Design" Institute.
Geophysical, geotechnical and hydrological studies of the determined territory have been carried out by "Fugro".
According to the OGPC Project Feasibility Study, it is envisaged that the Complex will be commissioned on a phased basis during 2019-2023.
The new Complex will be comprised of:
- Gas Processing Plant (GPP) - annual capacity of approximately 12 BCMA
- Refinery (REF) - with initial crude distillation capacity of 8,5-9 MTA
- Petrochemical Plant (PETR) - with annual capacity of 1,1 million tons
- CUOS (Central Utilities off Sites)
A number of works are being conducted now simultaneously within the framework of implementation of the Project.
